Administrative Office

Ⅰ. President’s Office

President’s Office is an administrative division responsible for arrangement and service of administrative work under the direct leadership of the President. It focuses on the management of the important affairs in the university. It gives services to presidents and vice-presidents, the departments at the basic level, all the members of the faculty and staff as well as the students. It assists the University management in various aspects dealing with secretarial work, administrative information, supervision, investigation, organization of important tasks and work issued by the leaders. The office now consists of the following sections: the General Section, the Secretarial Service Section, the Dossier Section and the Vehicle Team.

Ⅱ. Personnel Office

Personnel Office is a functional division in charge of the recruitment, planning, employment, assignment, cultivation according to the requirement from each office and department. It’s also responsible for teacher’s training, the title evaluation, appointment, payment, rewarding and punishment of the faculty and staff. It engages in strengthening the construction of teaching staff with full-time teachers as the basis, professors and specialists as the core and part-time teachers as a supplement. Under the office are two sections ------ the Human Resources and the Faculty.

Ⅲ. Finance Office

The university’s Finance Office assumes overall responsibility under the leadership of the headmaster- directed system as well as the system of unified leadership and centralized management. The main task of financial management includes making full use of resources in the university, promoting multi-channel fund-raising, preparing rational budget compilation, and supervising and controlling the budget implementation. Besides, it needs to improve the teaching efficiency in an economical way and strengthen property management so as to prevent loss of public assets. Moreover, it commits itself to establish and perfect the rules and regulations of financial affairs, regulate economic procedures, and report the financial situation in a fast and accurate way.

Ⅳ. Academic Affairs Office

Academic Affairs Office is an administrative division responsible for the education management. It is in charge of the overall planning, organization and management of teaching affairs of the university. It consists of six sections: the General Affairs Section, Teaching Administration Section, Practical Teaching Section, Education Research Section, Text-books Section and Quality Appraisal Section. Guided by the principle of student-centered, moral education first, standardized administration and win-by-quality, it focuses on the actual conditions in non-government-funded universities, and gears education to the needs of the students, the teachers and the departments at the basic level. It also attaches great importance to strengthening the awareness of higher quality, stronger responsibility and better service. It will follow the teaching rules in education, employ advanced concepts of management, and continually upgrade educational management. All these strive to establish a stable teaching order, advance the teaching reform, improve teaching quality and bring up qualified students.

V. Students’ Affairs Department

Under Students’ Affairs Division are Enrollment and Employment Guidance Office, Mental Health Teaching and Research Office, Student Management Office and Student Education Office. It provides guidance to each department’s student office and manages students’ affairs in the university in cooperation with leaders of each department.

VI. Office of Science and Technology

Office of Science and Technology is mainly in charge of the formulation of scientific research plans, the determination of the object of scientific development and the macro management of scientific research; the application and management of scientific research projects; the publicity and popularization of scientific and technological development projects; the assessment of achievements in scientific research, reward reporting and scientific and technological statistics; academic exchanges; the reasonable allocation and utilization of scientific research resources (including funds); the establishment and management of scientific research institutions; the formulation of rules and regulations of scientific research management; management and protection of the intellectual property right of the university.

VII. Office of University Property and Equipment

The Office of University Property and Equipment is divided into Property Section and Equipment Section. Its main duties are as follows:

ⅰ. Formulating the detailed rules for the management of university assets (both visible and invisible) and related regulations.

ⅱ. Making plans for the purchase and management of instruments, equipment, furniture and housing property for the university.

ⅲ. Organizing the checkup, registration, statistical report and regular check of university assets.

ⅳ. Taking charge of the allocation, regulation and supervision of all teaching and office buildings of the university.

ⅴ. Organizing relevant departments to approve the allocation, transfer and disposal of damaged or discarded assets.

ⅵ. Taking charge of the bidding, purchase, acceptance and allocation of instruments, furniture and experimental equipment for teaching.

ⅶ. Creating and maintaining archives of fixed assets of San Jiang University and reporting statistical materials of all the assets.

ⅷ. Approving the maintenance of equipments.

VIII. Office of International Cooperation Exchanges

The Office of International Cooperation Exchanges is a comprehensive management in charge of international exchanges and cooperation, employing and managing foreign teachers and providing services to foreign students. It is also responsible for Hong Kong, Macao and Taiwan affairs.
